Westchester County contains a myriad ofstreams and waterways that provide many benefits to residents including ecological health, recreation, and quality of life. The Westchester County Department of Planning has or is in the process of conducting countywide watershed plans. The countywide watershed plans do not provide the ongoing community connection and oversight through community science-based endeavors. This RFP aims to coalesce all the information contained in previous watershed plans into baseline information for a stream assessment and develop a long-term goal of fostering community stewardship through the development of a community science program. Data collected through the program may better inform the county and municipal officials, which can lead to capital and infrastructure investments in areas such as flood mitigation and water quality improvement. The consultant will develop and use a standardized protocol in partnership with the County. Stream reaches would be spatially mapped, if not currently in the County’s GIS database, and documented to build an understanding of stream conditions across the watershed. Scope of Work As stated above, the Department of Planning is requiring consultants to: 1. Develop a Quality Assurance Project Protocol (QAPP) and any other quality assurance documents for the Rapid Stream Assessment (RSA) protocol.
