The Virginia Information Technologies Agency (VITA) currently operates under a Multi-Sourcing Services Integration (MSI) model with Science Applications International Corporation (SAIC) serving as the MSI provider in support of our customers (~68 Executive State Agencies). This model supports coordination across a range of Service Tower Suppliers (STSs) delivering IT infrastructure services to Virginia executive branch agencies. The MSI framework has established foundational processes for governance, performance management, service delivery, and customer engagement. However, as the Commonwealth’s technology needs and strategic priorities have evolved, VITA has reclaimed several strategic functions in-house—including service design, architecture, financial oversight, and supplier relationship management—while seeking to enhance performance, maturity, and agility across operational domains. With the SAIC MSI contract nearing its final extension term (expiring in 2029), VITA is exploring future-state sourcing options. This includes the potential transition to a new MSI/SIAM provider, increased in-sourcing of selected functions, and a restructured model that preserves strategic control while promoting operational excellence through clear vendor accountability, portability of platforms, and improved service integration.
