Specifications include, but are not limited to: The ULS Diesel 15ppm motor fuel shall be a standard product of a recognized producer of motor fuel. The product shall be specifically designed for use in diesel engines. The County Highway Department has storage capacity for 20,000 gallons of diesel fuel and estimates usage in the coming year at approximately 145,000 gallons. Due to the nature of the department's operation, the bidder must be capable of making weekend and/or holiday deliveries. All orders will be for full trailer loads of approximately 7,500 gallons unless the supplier chooses to deliver smaller amounts. Definitions: Item 1. Rack Price is defined as follows: For 100% ULS DIESEL 15PPM FUEL and ULS DIESEL 15PPM WINTERIZED OR WITH COLD FLOW IMPROVER, the Rack Price shall be the Syracuse Oil Price Daily (Syracuse OPD) Reseller Tank Car Low Price in effect at the time the product is loaded onto the delivery vehicle. For ULS 15 PPM KEROSENE, the Rack Price shall be the Albany Oil Price Daily (Albany OPD) Reseller Tank Car Low Price in effect at the time the product is loaded onto the delivery vehicle. The Rack Price is subject to periodic escalations (increase) and de-escalations (decrease). For the purpose of bid comparisons, a date is listed for the Rack Price and the bidder shall enter the price that was in effect on the listed date on the bid form for Item 1. Item 2. Required Fees are defined as the fixed taxes and fees per gallon required to be charged based on Federal and State government statutes or regulations. For all purchases of fuel under this bid, the County of Cortland is exempted from paying the following taxes and they shall not be included in the price bid for fuel: • State and Local sales tax, • Petroleum Business tax, • Federal Gasoline Excise tax, • NYS Motor Fuel tax
