Specifications include, but are not limited to: The New York State (State) Office of the State Comptroller’s (OSC) Division of the Chief Information Office (CIO) is responsible for providing reliable, secure, and cost-effective technology solutions that support its business customers. Through this Request for Information (RFI), CIO is seeking information regarding the availability of recruitment and training programs that develop resources for hard-to-fill, entry-level technical positions (e.g., cybersecurity, java development, and business analyst positions). OSC, like many other State agencies, has found it difficult to find staff to fill these entry-level technical positions. OSC is interested in exploring options to identify, develop, and build a pool of talented information technology resources. For example, staffing firms regularly provide skilled candidates to address customer needs. In cases where skilled candidates are not readily available, staffing firms may either develop current candidates, or recruit and pre-screen individuals who have the aptitude to be successful in specific technical roles. The firm then upskills, retrains or otherwise develops those individuals to meet the identified need. The firm may use its own custom development programs, or use programs offered by external firms.
