Specifications include, but are not limited to: LIPA expects from time-to-time to have the need for Temporary Finance Staffing to supplement its existing staff and capabilities and draw upon the resources of outside contracting services as needs arise. These services may include the need for on-going services as well as for particular projects on an as-needed basis. Services are to be rendered primarily on-site at LIPA offices, however for some projects, remote services will also be considered. Proposers may submit a proposal for any or all of the Temporary Job Skill Profiles in this Scope of Services. LIPA may select one or more proposers for award of a contract for each Temporary Job Skill Profile in connection with this RFP. Selection and award of a contract as a result of this RFP does not guarantee firm(s) any work over the term of the contract. In the event more than one contract is awarded, when the need arises LIPA will identify the specific Temporary Job Skill Profile required, provide a position description including an estimated duration of time and will request resumes of resources and their dates of availability from the awarded firms for the specified Temporary Job Skill Profile. LIPA will review resumes and the resources dates of availability from the awarded firms to determine which firm can provide temporary staff candidates who are available and offers the most practical resource based on their experience and qualifications. LIPA may conduct interviews of potential temporary staff in order to make its determination. Each Temporary Job Skill Profile has three levels of experience associated with the respective skill profile. In its response to the RFP, Proposers must submit a minimum of one (1), but no more than three (3) candidates resumes of representative resources for each Temporary Job Skill Profile being proposed. While Proposers are not required to submit a resume for each level, the representative resumes submitted for each Temporary Job Skill Profile should demonstrate the Proposers ability to provide experienced and qualified resources. Hourly rates must be provided for all levels for each Temporary Job Skill Profile being proposed. Proposers must label each resume submitted with: 1. Temporary Job Skill Profile category (Accounting Clerk, Staff Accountant - General or Internal Audit, Treasury/Financial Analyst or Finance/Accounting Manager) 2. Level # (Level of Expertise) on the resume being submitted that is associated with the Temporary Skill Profile. Accounting Clerk Perform any combination of routine calculating, posting, and verifying duties to obtain primary financial data for use in maintaining accounting records. Candidates should have solid interpersonal skills, as well as proficiency with Microsoft Office applications. A high school diploma or equivalent is required. Typical duties include: - Matching invoices to purchase orders or vouchers - Performing data entry - Assisting with the processing of accounts payable and accounts receivable. Staff Accountant - General or Internal Audit Candidates for staff accountant positions should possess an ability to pay close attention to detail and have solid communication skills. Candidates must have a bachelor's degree in accounting with a minimum of two years related experience. Strong technology skills are critical, particularly expertise with Microsoft Excel. Typical duties may include: -Reviewing general ledger accounts and correcting journal entries -Posting monthly, quarterly and yearly accruals -Performing account analysis and reconciliation, including bank statements and intercompany general ledger accounts -Maintaining the general ledger chart of accounts -Ascertaining whether company assets are properly accounted for and safeguarded from loss. Treasury/Financial Analyst Candidates for financial analyst positions need strong technology abilities, including experience with Microsoft Excel and database applications. They should possess a bachelor's degree in Accounting or Finance and 3 years of related experience. Proficiency with enterprise resource planning (ERP) systems is also useful, in addition to good organizational and communication skills. Typical duties may include: -Assisting with budget, cost and variance analyses -Ensuring proper allocation of overhead charges -Helping with financial planning and modeling -Assisting with the preparation of operating budgets -Preparation and monitoring of weekly cash flow requirements -Maintaining daily cash position -Initiating electronic funds transfer payments
