1. Act as Director and Administrator of the Monroe County Monumentation Law, prescribing orders of procedure, rules, regulations and issue technical criteria to carry out the purpose and intent of the law. The Monroe County Monumentation Law, Local Law No. 6 of 2019 is attached as Appendix E. The related Guide for Land Surveyors is attached as Appendix F. 2. Ensure survey program is developed, project priorities set and work schedules established to meet program priorities, project schedules and special requests. 3. Preparation of scope of services for consultant surveying and mapping contracts and term contracts. Monitor surveying and mapping contracts. Provide quality control and assurance on all deliverables. Evaluate quality of contract work and recommend acceptance of completed work. 4. Direct the searching of city, town, county and state records for property and road descriptions, survey maps, easement rights, ownership, boundaries, titles and history. 5. Provide advice and technical assistance in determining existing highway rights- of-way and property lines and in resolving problems with rights-of-way acquisition. 6. Directs the preparation of, and certifies the accuracy of survey maps made by the County. Provides guidance and enforces standards to be upheld by Consultants in the preparation of maps and recommends acceptance of completed work. 7. Ensure County procedures are complied with and legislative authority is determined for acquisition and related right-of-way work. 8. Review all acquisition maps and other special maps to assure conformity with the Monroe County Monumentation Law, current Department policies, standards and procedures. 9. Reviews all subdivision maps to be filed in the Monroe County Clerk's Office and enforces compliance with the Monroe County Monumentation Law. 10. Oversee the placement and protection of precision geodetic survey monuments required to establish and maintain primary and secondary horizontal and vertical survey control throughout the County. 11. Act as liaison with County Departments, public utility companies, municipal and state agencies, surveyors and engineers to protect, repair and expand the County Geodetic Monument System. 12. Act as technical advisor to various County Departments at hearings regarding easements, maps and rights-of-way and prepare reports and recommendations. 13. Act as technical advisor in preparation of recommendations pertaining to rights of the County, private corporations and individuals regarding roads, flooding, utility lines, boundary disputes, trespass, occupancy, abandonments and other factors affecting County lands. 14. Plan and process GPS observations. Act as liaison with GIS department. 15. Maintain maps and records and assist in the dissemination of maps and records to the public. 16. Act as liaison with Monroe County Department of Transportation staff on survey related issues and specifications. 17. Respond to requests from the public and coordinate activities with other department functional units. 18. Be responsible for all survey products. 19. Be knowledgeable of current survey hardware and software. 20. Responsible for managing a broad scope of multiple types of survey related activities.
