A. The MCSO is seeking an organization to provide qualified staff, programs, and program materials to provide non-denominational spiritual programs, and individual counseling and guidance to incarcerated individuals in the MCJ facilities. A detailed program plan must be included as part of the proposal. B. Adequate staffing is required to coordinate a minimum of five program offerings per week. Organizations may provide additional programs or services as approved by the Sheriff. A staffing plan should be submitted as part of the proposal. 1. Staffing plan should include adequate staffing for assisting with the administration of weekend worship services, as scheduled by the MCSO. 2. The selected Respondent will be permitted to engage trained volunteers to assist in the provision of programs and services. If the Respondent’s plan is to utilize volunteers, a plan for the use of volunteers must be included as part of the proposal. Organizations are limited to 25 trained volunteers, unless otherwise approved by the Sheriff. C. The selected Respondent will coordinate and assist in training all individuals who will be assisting in the provision of these services. 1. The organization will provide the coordination of any volunteers it wishes to train to assist in providing the proposed services. 2. Staff and volunteers will be provided with a minimum of 8 hours training annually. Training should include, but may not be limited to, the MCSO’s orientation on security procedures, an orientation to the facilities, an orientation to program procedures and policies, and an orientation to working with incarcerated individuals. A copy of the training curriculum must be included in the proposal
