Design-Build LED Digital Video Displays
1. Purpose
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research under FAR Part 10. It is not a solicitation, request for proposal (RFP), invitation for bid (IFB), or request for quotation (RFQ). No proposals are being requested or accepted at this time and no contract will be awarded from this announcement. Responses will assist the Government in determining an appropriate acquisition strategy, including potential small business set‑asides.
2. Project Overview
The U.S. Army Corps of Engineers (USACE), New York District (NAN), anticipates a Design-Build requirement for the design, fabrication, and installation of new exterior LED digital video displays (digital billboards) at the Armed Forces Recruiting Booth located in Times Square, Manhattan, New York City. The work will include integration of low-voltage control systems and attachment to the existing booth structure, all in compliance with New York City codes, permitting requirements, and coordination with local stakeholders.
Detailed Requirement Description:
The scope of work consists of the using the Design-Build contract method. The general work involved is as follows:
- This project involves the design, fabrication, and installation of a new video display upgrade for the Armed Forces Recruiting Station, a one-story facility located in Times Square, New York City, with an approximate gross square footage of 535 square feet. The intended occupancy includes military recruitment personnel and the public. The building is constructed of structural steel framing with stainless steel and storefront exterior walls, adhering to applicable building code construction types as specified by the Department of Defense. The project will include the installation of a new state-of-the-art digital video display, weighing approximately 28,000 lbs., and will be executed with minimal disruption to the high volume of pedestrians and local businesses. The Contractor will be responsible for all D-B RFP document review and future design development necessary to complete the work.
- The scope of work for the upgrade of the Armed Forces Recruiting Booth in Times Square includes the design, fabrication, and installation of a new rooftop digital video display, ensuring compliance with all relevant Department of Defense (DoD) standards and New York City regulations.
- The contract base bid will include design and construction for the LED video display upgrade on the North, East, and West sides, plus all supporting interior, site work, and utilities, including IT, network telecommunications, and electrical systems. It also includes selective demolition of existing site features as required. The Contractor shall obtain all necessary New York City permits for the installation and associated work. The contract also includes the following bid options: Bid Option #1 - Design and construction of an additional digital display on the South side to enhance visibility and engagement.
- The project began with a thorough assessment of the existing electrical service to confirm its capacity to support the new display, which has been determined to have an approximate weight of 28,000 lbs. The installation process must be meticulously planned to minimize disruption to pedestrian and vehicular traffic, adhering to safety protocols, NYC permitting requirements, and maintaining accessibility for the public and local businesses.
- The design will incorporate local materials and construction techniques where cost-effective, and all work will comply with DoD antiterrorism and force protection requirements. Detailed site logistics plans will be developed to outline temporary facilities, access routes, and safety measures necessary during construction.
- The project will also include the preparation of all necessary documentation, including drawings and specifications, utilizing Computer-Aided Design-Building Information Modeling (CAD-BIM) technology to ensure clarity and precision in the execution of the work.
- The overarching goal is to deliver a high-quality, visually engaging digital display that enhances the functionality of the Armed Forces Recruiting Booth while seamlessly integrating into the vibrant environment of Times Square.
3. Anticipated Contract Information
- Procurement Method: Design-Build, single award (anticipated).
- Estimated Magnitude: Between $1,000,000 and $5,000,000.
- NAICS Code: 236220 – Commercial and Institutional Building Construction (current SBA size standard: $45 Million)
- (If another NAICS such as 238210 or 238990 better fits after final scope refinement, the Government may revise this.)
- Place of Performance: Times Square, New York, NY.
4. Small Business Participation
USACE is specifically assessing the capability and interest of:
- Small Businesses under the applicable size standard
- 8(a) Small Business Development Program participants (with an SBA‑approved district office)
- Historically Underutilized Business Zone (HUBZone) Small Businesses
- Service-Disabled Veteran-Owned Small Businesses (SDVOSB)
Other Than Small Businesses (OTSB’s): If you choose to respond, please include recommended subcontracting goals (percentages of total contract value) for each applicable socio-economic category (e.g., Small Business, Small Disadvantaged Business, WOSB/EDWOSB, HUBZone, SDVOSB, VOSB). These recommendations are for planning purposes only and will inform the Government’s goal development.
Small Businesses do NOT need to submit subcontracting goals.
5. Requested Capability Information
Interested firms shall submit a concise capability statement limited to the items below:
- Company Information
- Legal business name, address, UEI, CAGE code
- Point(s) of contact (name, title, phone, email)
- Socioeconomic status (Small, 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, etc.)
2. Relevant Experience / Past Performance
- Two (2) examples of comparable projects completed within the last 5–7 years that demonstrate experience in:
- Design, fabrication, and installation of outdoor LED digital displays mounted to existing structures
- Low-voltage system integration and content/control systems
- Projects of similar cost magnitude ($1M–$5M) and urban constraints (e.g., tight site, heavy pedestrian traffic, permitting)
- For each example, provide: contract number, project title, customer/owner, scope summary, total contract value, completion date, and a brief description highlighting relevance to this effort. Include a customer POC (name, phone/email).
3. Capacity & Capabilities
- Statement of bonding capacity (single and aggregate)
- In-house disciplines and key subcontractors likely required (structural, electrical/low-voltage, façade/architectural, NYC permitting expertise)
- Ability to perform in New York City (licenses, familiarity with DOB permits, union/non-union considerations, etc.)
- Quality control approach and safety record (e.g., EMR, OSHA citations)
4. Other than Small Business (OTSB) Only – Recommended Subcontracting Goals
- Proposed percentages for SB, SDB, WOSB/EDWOSB, HUBZone, SDVOSB, VOSB (as applicable) and brief rationale or historical benchmark, if available.
