37.1 Service is contingent upon weather related events and will be decided on a case-by-case basis. The contractor shall provide skilled, experienced, prompt service to remove snow during the winter season for the RCSD on an “on call stand-by basis” or as required. The district prefers responses from companies with a minimum of five (5) years of continuous experience for snow removal for a School District. 37.2 The Desired contractor shall be available for service 24 hours per day, 7 days per week, between October 31 and May 15. The contractor(s) shall supply the name, telephone number and mobile phone number of the contact person responsible for receiving instructions from the Director of Buildings and Grounds or designee and dispatching crews for emergency snow removal. 37.3 The contractor must provide a guarantee that service will be provided within two (2) hours after the call is made by the Director of Buildings and Grounds or designee to the contractor to perform services requested. 37.4 The contractor shall be responsible to remove snow as directed from, but not limited to District roads, parking lot entrance and exits and parking lots, either assisting RCSD personnel or without the assistance of the RCSD personnel, ad determined by the Director of Buildings and Grounds or designee. 37.5 The Director of Buildings and Grounds or designee shall contact the contractor to begin snow removal. The contractor may be required to stay the entire time once they are called for service until all work is completed. All work performed under this agreement shall be performed expeditiously as is consistent with professional skill and care. The contractor shall be instructed by the Director of Buildings and Grounds or designee of the areas that require snow removal and the designated site to haul snow within the RCSD. 37.6 Prospective contractors must quote a firm, fixed hourly rate for providing Snow Removal services to include the equipment, an operator, standby time and mileage at any time during an emergency, including holidays. The RCSD shall have priority to the equipment when needed and therefor shall be provided accordingly. All equipment must be owned by the contractor and properly insured. 37.7 All labor shall be billed from the time the contractors’ operator and equipment arrives at until the time they depart from the RCSD jobsite. The District will not accept or authorize payment for travel time or expenses of service personnel or subcontractors to any of the District facility locations. The only billable time will be for service work actually performed. 37.8 The awarded contractor shall be licensed by the County of Suffolk and local municipalities, where required and provide documentation upon award. All work shall be performed in accordance with all state and local codes. 37.9 All drivers/operators must possess a valid, current NYS Driver’s License to operate the class of vehicle provided by the contractor for snow removal. 37.10 The District reserves the right to assign its personnel to assist the contractor’s mechanics if they deem it to be in the Districts best interest. 37.11 Except for emergency work, the contractor will be required to submit a budget cost estimate before any work is started. For all emergency work, the contractor must submit his budget cost estimate within forty-eight (48) hours after starting the job. The contractor may be required to furnish a “not-toexceed” price for a specific project to enable the District to encumber funds for that work. 37.12 In the event work cannot be performed as per time schedule by the primary contractor, the secondary contractor will be called upon to perform at his quoted hourly rate with no penalty to the primary contractor. 37.13 The Contractor is to have all work done in the best workmanlike manner. Upon completion of the work, the premises shall be left in a neat, unobstructed condition. 37.14 Equipment shall be stored at the site only upon the approval of the RCSD and at the contractor’s risk. In general, such on-site storage should be avoided to prevent possible damage or loss of material. 37.15 Contractor may not impose a fuel charge under any name. 37.16 The contractor shall furnish three (3) reliable references, which have received service from you, similar in manner and scope to the specifications of this bid package. The RCSD would prefer to receive references from other public-school systems that would reflect requirements similar to ours.
