5. SCOPE OF SERVICES Under the 2020 MOU (attached), PEAK and NYPA have committed to a collaboration to explore the best path forward for NYPA’s small natural gas power plants NYPA seeks technical support for the PEAK Coalition in their ongoing engagement with NYPA. The Consultant should have prior familiarity with electric sector decarbonization strategies, clean technology solutions, and grid planning. The Consultant should also have a proven track record of direct collaboration with community-based organizations as well as other energy and climate stakeholders, such as state agencies and utilities. The Consultant will facilitate discussion between PEAK and NYPA and provide technical and strategic support for PEAK to engage in these conversations. The Consultant’s work will be undertaken with guidance, input, and direction from PEAK and NYPA, and both NYPA and PEAK will be furnished with documentation of the final outputs of this collaboration. The scope covered by this engagement may include work to review documentation, reports and/or analyses regarding the decarbonization of the small natural gas plants. This review may require the Consultant to undertake research, analyses and/or meet with the team and/or members of the public. Research and benchmarking may include relevant legislation, regulations, and programs that have been implemented in other jurisdictions related to environmental justice and community benefit agreements
