C. Project Scope of Work 1. Project Initiation • Conduct a kickoff meeting with the Chief Medical Examiner (CME), First Deputy Chief Medical Examiner, and First Deputy Commissioner to align project goals. • Hold a subsequent kickoff meeting with the full 15-member Executive Leadership Team (ELT). • Finalize the project charter, governance structure, and timelines. 2. Facilitation of ELT Workshops • Facilitate structured workshops with the ELT. • Guide the development of priorities, goals, and performance metrics. • Provide meeting summaries and draft outputs after each session. 3. Strategic Framework and Plan Drafting • Develop successive drafts of the five-year executive plan. • Incorporate ELT feedback into each revision. • Deliver a final plan that is clear, actionable, and shareable across the agency. 4. Post-Delivery Support • Support the formal rollout of the Five-Year Executive Plan beginning in January 2027. • Facilitate two structured check-ins with the ELT in Year 1 of implementation (July 2027 and December 2027). o Use these sessions to review mid-year progress, identify challenges, and prepare the content for the first annual update report. • Prepare the first annual update report in January 2028, including: o An agency-wide version summarizing progress made in 2027 and outlining priorities for 2028. o An internal ELT version providing a candid review of accomplishments, challenges, and upcoming priorities.
