The proposal shall set forth purchase price, closing date, improvements to be constructed on the land, the proposed uses of the subject property, where appropriate the proposed capacity of the facility, hours of operation, anticipated traffic impacts, proposed routing of vehicles entering and leaving the facility, and local jobs to be created. The proposals should identify the project team and detail experience and expertise in historic restoration. The description of the development shall indicate whether the individual/entity/developer intends to retain title to the improvements constructed on the parcel, or in the alternative intends to sell or lease the improvements to others. An anticipated timeline for the permitting process for the proposed development, commencement of improvements, and completion for all proposed improvements shall also be included.
