Specifications include, but are not limited to: a.Research all public and private providers of broadband/internet services in Monroe County to determine availability of service. Include in this assessment a complete inventory of existing infrastructure ownership and its availability for usage by other network providers. Further identify plans for future expansion of broadband/internet services service in Monroe County with projected locations and timeframes. b.Research and evaluate current high‐speed internet/broadband access and identify barriers to and demand for high‐speed internet/broadband access in Monroe County. Include in this assessment physical barriers (e.g., unserved communities) as well as technology barriers (e.g., access to devices) and training gaps (e.g., familiarity with accessing the internet for education, employment, information, and/or business). This information should identify specific communities or populations with barriers, as well as be viewable by sub‐sectors within Monroe County (e.g. zip code, census tract, municipality, demographics [including but not limited to race, ethnicity, identity, and age], etc.) and should be provided in a format usable by the County GIS systems. i.Meet with the Monroe County Broadband Advisory Task Force and other community stakeholders to assist in the assessment of the availability of and barriers to high‐speed internet/broadband in Monroe County. ii.Perform targeted outreach to specific groups or demographics of people identified by the Monroe County Broadband Advisory Task Force to assist in the assessment of the availability of and barriers to high‐speed internet/broadband in Monroe County. iii.Hold a minimum of two public meetings to gain input from the community assessing the availability of and barriers to high‐speed internet/broadband in Monroe County. c.Review Monroe County’s Network Assessment and Strategy Report (November 2017), a redacted copy of which is attached (Attachment A). Assess changes since 2017, including but not limited to the assessment of municipal, educational, and/or institutional assets in Monroe County that may be available but are currently underutilized or unused for broadband service in Monroe County. d.Work Product – Report # 1 – This shall include, but is not limited to: i.A definition of what “low‐cost” and “high‐speed” internet means for the residents of Monroe County. ii.A SWOT (Strengths Weaknesses, Opportunities, and Threats) Analysis of high‐speed internet/broadband services currently available in and planned for Monroe County. iii.Analyze the acquired data to: (1) determine service levels throughout Monroe County, and (2) identify barriers to access. This information should identify specific populations or communities and be viewable by sub‐sectors within Monroe County (e.g. identifying service and barriers thereto based on zip code, census tract, municipality, demographics [including but not limited to race, ethnicity, identity, and age], etc.) and should be provided in a format usable by the County GIS systems.
