Specifications include, but are not limited to: Under the direction of the AQMD Executive Officer or Deputy Executive Officer/Legislative & Public Affairs, the Consultant will: 1. Provide strategic counsel to AQMD staff and contractors on the process to enact a new federal Surface Transportation bill with provisions benefitting air quality in the South Coast Air Basin. 2. Meet regularly with AQMD staff and contractors in strategic sessions to help formulate an aggressive but pragmatic action agenda. 3. Assist the AQMD to obtain meetings with key leaders and decision-makers at the local, state and federal levels. 4. Conduct research on various issues related to surface transportation. 5. Assist with the preparation of materials. 6. Assist AQMD staff and contractors with outreach and coalition-building to potential allies and partners. 7. Do other such tasks as warranted in the AQMD’s efforts to obtain stronger clean air provisions in the next federal surface transportation reauthorization legislation. 8. Assist in the development of AQMD positions on identified transportation-related federal and state legislative proposals. 9. Produce and/or review materials for strategic distribution or inclusion in AQMD committee/Board proceedings. 10. Assist with the coordination of meetings for AQMD Board members and staff with local, state and federal officials, as well as gathering proper briefing materials for each meeting
