Specifications include, but are not limited to: A. Performance The Contractor must supply factory-trained Mechanics that have had formal training and experience in the proper maintenance and repair of at least one (1) of the VFDs listed in this Contract as shown in Exhibit A – VFD Asset Management at EWR, which coincides with the Pricing Sheets. Preventive maintenance visit will be performed once during the Spring/Summer season (approximately April through September) for an estimated forty-four (44) VFDs and once during the Fall/Winter season (approximately October through March) for an estimated forty-five (45) VFDs during the effective term of the Contract. Within thirty (30) calendar days after Contract commencement, and within thirty (30) calendar days prior to the next effective seasonal maintenance period, the Contractor shall provide a planned schedule of the required preventive maintenance visits. Preventive maintenance schedules must be approved by the Manager before any Work can begin. After the maintenance schedule is approved, the Contractor must then PART V – SPECIFICATIONS Part V-4 11/7/22 schedule all visits with the Manager at least fourteen (14) days in advance of planned Work. Upon arrival at the Facility, the Mechanic must check in with the Manager at Port Authority Building #80 Electrical Maintenance Office. The Mechanic must start a labor report, which when completed will include a date, Mechanic’s name, description of Work to be performed, sign-in and sign-out times, and Mechanic’s signature. The Manager will sign this labor report at the end of the maintenance visit. The Contractor shall report the findings of its equipment inspections and report any need for maintenance and repairs to the Manager for approval. At the end of each service, the Contractor must complete the maintenance checklist of Work performed, as shown by Exhibit B - Checklist and submit it to the Manager within three (3) business days after completing the Work. The Contractor must submit the completed checklist in hard copy and electronic copy to the Manager for review and approval. B. Requirements The Contractor shall perform the following: a) Visually inspect VFD exterior and interior, clean surfaces, make adjustments and note any deficiencies. b) Visually inspect connection terminal blocks and electronic components for signs of discoloration due to heat. Check tightness of all connections and tighten as needed. c) For VFDs that are 20 HP (twenty horsepower) and over, disassemble main output contactor and inspect contacts for pitting and abnormal wear. d) For all VFDs, check resistance across the contacts of the output contactor and unit disconnect. e) Inspect and measure values of all capacitors. The capacitors must be within a ten-percent (10%) tolerance of the rated value. f) Check all fans for proper operation and ensure VFD is properly ventilated. Replace all air filters in accordance with manufacturer recommendations. g) Measure output wave form to ensure proper functionality of VFD output components. h) Measure and verify DC bus voltage to ensure it is within manufacturers specifications. i) Check and operate bypass position for proper operation. j) Verify all VFD displays are working properly. k) Ensure all unit controls are working, including but not limited to emergency stop / hand off automatic/ bypass operation. l) Check proper operation of door disconnect and linkage. m) Perform and record insulation resistance tests on the motor driven by the VFD. n) The Contractor shall download all VFD programs, including all drive PART V – SPECIFICATIONS Part V-5 11/7/22 parameters. The Contractor shall review and identify changes from factory settings. The Contractor shall provide all this information in electronic form and hard copy to the Manager within ten (10) business days of completion of the annual PM. There will be no additional compensation due the Contractor for this work. C. Testing The Contractor shall run VFD and associated motors through spectrum of speeds using external signal source (loop calibrator) to monitor drive frequency output and current to ensure proper operation. Note any deficiencies for the Manager’s review Work for preventive maintenance (scheduled inspections, cleaning, testing, calibration and reporting) shall be compensated in accordance with the “All-Inclusive Visit Price” inserted by the Contractor in the section entitled “Preventive Maintenance” in the Pricing Sheets, and as accepted by the Port Authority. This all-inclusive price shall cover all Contractor’s costs associated with this Work, including but not limited to materials, labor, travel time, travel expense, fuel, overhead and profit. 4. Repair Work The Contractor may be directed to make repairs or correct any deficiencies as noted during the inspection and preventative maintenance. VFDs identified as needing repair and in danger of imminent failure must immediately be brought to attention of the Manager for further instructions on how to proceed. If the Manager determines that the VFD needs repair or needs replacement, the Contractor shall repair or replace those potentially failing VFDs within forty-eight (48) hours. The Contractor shall communicate immediately to the Manager any circumstance when it cannot meet this timeframe. For labor, only, associated with any repair or replacement Work, the Contractor will be compensated in accordance with the “All-Inclusive Hourly Rate” inserted by the Contractor in the section entitled “Repair Work” in the Pricing Sheets for the applicable Mechanic (Straight Time) or Mechanic (Overtime), and as accepted by the Port Authority. For the purchase of repair parts or new VFDs, the Contractor will be compensated in accordance with the section herein entitled “Net Cost of Materials”. 5. Emergency Response The Contractor shall respond to requests for emergency Work and begin to perform the Work within four (4) hours of receiving notice of the need thereof by the Manager. PART V – SPECIFICATIONS Part V-6 11/7/22 Compensation to the Contractor for emergency services performed will be in accordance with the “All-Inclusive Hourly Rate” for the “Mechanic (Emergency Service)” inserted by the Contractor in the section entitled “Repair Work” in the Pricing Sheets, and as accepted by the Port Authority. The Contractor shall provide a telephone number that will be staffed twenty-four (24) hours a day, seven (7) days a week for use by the Port Authority to inform the Contractor of emergency circumstances.
