Specifications include, but are not limited to: Prior to an individual’s employment at UPSTATE, UPSTATE shall request Contractor to perform drug testing on that individual. Contractor shall perform the drug testing and provide the results of such testing to UPSTATE. UPSTATE expects approximately 2,050 drug tests will be required per year. The drug tests performed by Contractor shall meet the following specifications: Administer drug tests to all individuals prior to employment at UPSTATE in accordance with the Federal guidelines set forth by Department of Health and Human Services (DHHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA) (other than for the specific drugs to be tested) through the use of a SAMHSA certified laboratory whereby the drug testing process involves a screening test; a confirmation test; opportunity for a split sample; review by a Medical Review Officer (MRO), including the opportunity for individuals who test positive to provide a legitimate medical explanation, such as a physician’s prescription for the positive result; and a documented chain of custody. The specimen collected and tested must be urine. In very limited circumstances, it may be required that a hair sample be collected, only upon approval of UPSTATE. UPSTATE expects no more than fifty (50) drug tests per year would require the testing of hair samples.
