New Application Requirements: As stated in section 1 above, although the Oneida County Department of Pistol Licensing currently uses separate programs to manage data and print cards, we are seeking a single program to manage both tasks. Data Management: o Maintain, add, and update ‘permit holder’ information. o Maintain, add, and update pistol ‘weapon’ information. o Interface with Onieda County’s Laserfiche Repository system, to automatically archive documents. o The application needs to follow the rules and guidelines set by NY State regulations (Gun Safety in New York State | Gun Safety) and to provide program updates when there are changes to regulations. o Record all changes to permit and weapon records with audit trail for user changes. -Has maintenance screens/functions that allow the users to add/modify: -Gun Dealer/Gunsmith information. -Add/modify values for judge, weapon types, restrictions, etc. Reporting - History of permit holders and weapon possession, including, but not limited to, suspensions, transfers, status changes, revocations, etc. o -Historical reporting is available for both summary and detail. o Search functions- Ability to research/locate permit holders and weapons. o Able to accept transfer of current pistol permit information and make that historical information available in the new application. Onieda County IT will be responsible for formatting the current information for transfer to the new entity. o Ability to print a Semi Auto Rifle License, in accordance to NYS Law. o Ability to register rifles on a separate card from pistols. Card Printing: o Able to print Permit Holder’s cards on demand. o Able to print gun cards, or other custom cards/documents. o Able to print one card at a time. General Requirements o Compatible with Windows 11. o Ability to work remotely from a non-County location. o Compatible with capture devices (fingerprint, camera, signature) used by Oneida County. o Compatibility with Oneida County’s Laserfiche Repository system.
