Specifications include, but are not limited to: The primary scope of work associated with this study is: 1. Analysis of Existing Parking Conditions. a.) Conduct on street and off-street Parking Inventory and Survey Parking Occupancy to determine parking demands during the weekday, on weekends and overnight. b.) Consider how street cleaning, alternate nights / alternate side street parking, and snow emergency parking policies impact parking availability as well as street maintenance. c.) Conduct stakeholder interviews and public meeting/s. d.) Conduct an assessment of the impacts (positive and negative) on the potential for residential permit parking 2. Projection of Future Parking Needs. a.) Determine estimated completion date and parking demand, parking to be provided, possible spillover parking demand, and estimated existing parking displaced by proposed development. b.) Determine what non-parking infrastructure such as public transit or bicycle infrastructure could be a cost-effective means of mitigating parking needs. c.) During periods of emergencies, similar to the recent virus outbreak causing “social distancing”, we expect the parking needs to be significantly altered. Consider how your strategy will account for this change. d.) Environmental recommendations including limits on idling vehicles as observed during the course of study 3. Site Evaluation, Concept Parking Plans and Cost Estimates for future public parking sites. a.) Evaluate & Identify Potential Parking Development Sites, inclusive of Garages. b.) Develop Concept Parking Plans & Cost estimates for preferred site/s.
