Specifications include, but are not limited to: a) Vehicle Mounted License Plate Readers b) Trunk or if SUV rear compartment mounted LPR Processor c) Toughbook or similar device mounted for Vehicle driver use d) LPR Central Management System e) All necessary components, hardware, software, supplies, appurtenances, materials, integration and labor for a complete and functioning turnkey LPR Enforcement System as identified herein. Vehicle Mounted LPR Bundles a) Quantity = 2 b) Fully functional, including but not limited to: - Cameras. - Mounting brackets and hardware. - Wiring. - LPR Processor. - In-vehicle Software. - Communications. c) All Data Visible and Integrated with the LPR Central Management System in Real Time d) Units shall be installed by Vendor on two (2) late model vehicles operated by the Town of Huntington. Installation will take place locally. In-vehicle Rugged Laptop and Ticket Writing Device a) Quantity = 2 b) Ticket writers shall be compatible with and cable connected to laptop c) Mounting brackets and hardware. d) Wiring. e) Software. f) Communications g) All Data Visible and Integrated with the Central Management System in Real Time h) Installed in vehicles provided by Town LPR System Performance a) Achieve a capture rate of at least 98% for all non-exception vehicles, as defined in this section, meaning that 98% of all license plates within range of being read by the LPR cameras are identified as license plates for the sake of reading and recording each plate’s characters. b) Exception vehicles do not count against the accuracy of the LPR system. For the purposes of the LPR performance requirements an exception vehicle is defined as: - Any vehicle whose license plate is obstructed, obscured, or encroached upon by a foreign object. - Vehicles that contain excessive graphics and advertising such that it is impossible for the LPR system to determine which graphics belong to the license plate and which graphics do not. - Vehicles with no license plate. - Vehicles with temporary cardboard (non-reflective) “Dealer Plates.” - Motorcycles. c) Fully operational regardless of extreme weather such as heat, sun, rain, ice, snow, freezing rain, etc.
