The transformer shall be of low profile design, the final paint coat is to be olive green Munsell 7GY 3.29/1.5, or similar. Painting is to meet or exceed E.E.I. finishing guidelines (1985). The manufacturer must furnish certification that the transformer will meet ANSI Standard C57.12.28-1988 on painting and enclosure security standards. Primary and secondary compartments shall be on the same side of the transformer (primary on the left and secondary on the right as you face the door openings). The compartments shall be separated by a solid steel barrier and arranged so that entry into the primary compartment is only possible after first opening the secondary door. The terminal compartment shall be bolted to the main tank, a removable front sill shall be provided to facilitate positioning of unit after cables have been installed in the concrete pad, and a hinged roof. The transformer terminal compartment shall have hinged or removable sides to allow for ease of primary and secondary cable installation and access. The design shall be tamperproof with no exposed nuts, bolts, or pins, with provision made for padlocking in such a manner as to make complete removal of the padlock a necessity before releasing the door latch. The secondary compartment door shall have three-point latching and locking.
