Specifications include, but are not limited to: The services of the Consultant shall generally consist of performing a Quality Assurance Review, to evaluate the Authority's Audit Department's (Department) compliance with its "Charter" (see Exhibit I) and with the Institute of Internal Auditors' "International Standards for the Professional Practice of Internal Auditing" (Standards); making recommendations as appropriate; and preparing a draft and final report documenting results and recommendations. The Review is not meant to evaluate the organizational structure of the Audit Department within the Authority, but is intended to address the Department's ability to independently carry out its role within the Authority. The services of the Consultant shall be performed at the Authority's offices at the Journal Square Transportation Center in Jersey City, New Jersey, or within the Port District as required by the Authority.
