Specifications include, but are not limited to: This benchmarking and needs analysis project will result in an evaluation of the current technical training function at NYPA, specific to organizational roles, functionality, and performance to establish a baseline for current operations and a comparative benchmark of best-in-class organizations. Major requirements will include a baseline assessment, benchmarking of similar organizations, identification of world class models, and a gap analysis. The final deliverable will be a report that will be comprised of a set of tiered recommendations that will result in a roadmap toward creating a world class technical training program at NYPA, as well as a draft plan to implement those recommendations. Note that analysis of professional/personal growth topics traditionally associated with soft skills training for management personnel are not within the scope of this project. Since the overall goal of this phase of the project is to define an organizational strategy toward technical training that will be used to build a world class technical training program at NYPA, individual task analysis based on job functions (i.e. task lists specifically for millwrights or project management personnel) are also out of scope, but will be covered extensively in future phases of the project.
