The successful proposer (in this sub-section ‘B’, the “Contractor”) will be required to operate the CFC as a Tier II Shelter, as well as operate emergency overnight shelter capacity within the CFC, for adults with children, on an as-needed basis, as such need is determined by the County (the “Work”). In performing the Work, the Contractor will be required to provide all of the services necessary to operate the CFC as a Tier II Shelter and operate the Overnight Shelter Capacity, including managing all aspects of the Tier II Shelter and the Overnight Shelter Capacity at the CFC, such as by establishing rules and procedures for the Shelter (to the extent such terms are not already provided for by applicable laws, rules, regulations, guidance, executive orders, and other applicable sources of authority, as described below) to ensure the health and safety of the Clients and the Overnight Clients and promote the peaceful coexistence of the Clients and the Overnight Clients, both within in each group of clients and between the two types of clients. The Contractor shall also provide transportation services as part of, and otherwise in furtherance of, its performance of the Work, to the extent such transportation services are described in applicable laws, rules, regulations, and the like. Such transportation services are anticipated to be used as part of assisting families in achieving their goals in finding permanent housing and becoming self-sufficient. Such transportation services may include transportation for Clients to meet with landlords, meet with brokers, and visit an employment career center. In addition, the Contractor will be responsible for all case management services for the Clients, including the initial assessments and the implementation and ongoing case management monitoring of the Independent Living Plans (“ILP”), as defined in 18 NYCRR Part 900 (“Part 900”). The Contractor will also be responsible for assisting Clients in finding permanent housing by providing assistance in reviewing housing search logs; assistance with housing applications; assistance in housing searches; and providing Clients with employment opportunities that are anticipated to further the search by Clients for permanent housing. The Contractor will also be required to provide Clients with ongoing referral assistance for mental health, substance abuse, and domestic violence services, if needed. Without limiting the foregoing, the Work shall include, but not necessarily be limited to, those services described below. The Contractor must be prepared to operate the Shelter twenty-four (24) hours per day, every day of the year.
