Operational Plan Proposers should submit a detailed operational plan for the entire Licensed Premises. This plan should include, but not be limited to, intended use of the facility, hours of operation, services to be provided, any plans to install energy efficient appliances that have the Energy Star seal of approval and/or water conserving appliances, and any plans to use “Green Seal” or other environmentally friendly products or devices, staffing plans, safety and security plans, menu, merchandise to be sold, programming plans, mechanisms to measure customer satisfaction, a detailed list of all proposed fees and prices, landscaping/horticulture plans, and maintenance, snow, rubbish removal, and cleaning schedules. The concessionaire must enter into agreements with individual vendors to operate the individual vending booths for the sale of self-grown or produced food or products. The successful concessionaire will be permitted to charge the individual vendors a Parksapproved flat annual participation fee. The proposed participation fee(s) should be included in the proposal. If day vendor spaces will be offered, a daily fee should also be included in the proposal. All proposers should include a photo or visual schematic of the Farmers’ Market’s layout, including the dimensions and type of individual vending booths that will be used. The number, location, configuration and list of participating vendors, as well as the items to be sold and operating hours of each vendor, are subject to Parks’ approval. Parks reserves the right, at any time during the term of the concession, to reject any vendor that it deems inappropriate for the Market. The selling and/or advertisement of electronic cigarettes, cigarettes, cigars, or any other tobacco or non-tobacco smoking products is strictly prohibited. The concessionaire will be required to adhere to and enforce this policy. All plans, including delivery schedules, rubbish removal schedules, goods and services, merchandise, prices and fees (and any subsequent changes), any required vendor participation fee, and dates and hours of operation are subject to Parks’ prior, written approval. Markets For the purposes of this RFP, “Farmers’ Market” or “Market” will refer to two or more independent vendors selling locally grown food or products in a centralized venue. Parks will view favorably proposals that include five (5) or more vendors in their market operations. Parks will only accept proposals for Markets featuring vendors that either grow or produce their own goods. Favorable consideration will be given to Markets that favor fresh food products over processed foods, ready-to-eat foods, and other products. Vendors For the purposes of this RFP a “vendor” shall be defined as any one grower or producer of agricultural products, both from land and water, who grows or produces his or her own food or products and sells them at a Farmers’ Market. These products can include fresh foods (e.g. fresh fruits and vegetables, meats, fish, eggs), processed foods (e.g. salsa, ciders and fruit juices, honey, jams and preserves, cheese, baked goods, maple syrup, grains), ready-to-eat foods (e.g. pies, sandwiches, salads), and other products (e.g. plants and flowers). Vendors shall sell only agricultural, horticultural, or food items that they themselves have grown, processed, or produced. Vendors who buy products at wholesale for reselling at the Market will not be allowed.
