2.1. Description of Responsibilities The Manager will assume primary and complete responsibility for all aspects of the daily operation, maintenance and repair of the Parking Facility. This includes, without limitation, the performance of the following duties and responsibilities as necessary to provide for the professional, first-class operation of the Facility: 2.2. General Oversight Hiring, supervising and paying all personnel (all of whom shall be employees of the bidder) necessary for the proper and professional operation of the Facility with a view to maximizing revenue. • Preparing and filing of all applicable returns, reports and forms required in connection with unemployment insurance, social security taxes, worker’s compensation insurance, disability benefits, Federal and State income tax withholding and other similar taxes, returns and reports. • Obtaining all licenses and permits. • Collecting, depositing and accounting for the proper parking fees. • Maintaining and operating access and revenue control equipment. • Providing all maintenance, repairs and housekeeping. • Snow and ice removal as necessary. • Parking stalls striping- coordination. • Installation and maintenance of necessary signage. • Purchasing of equipment and supplies, with the City’s authorization. • Procurement and maintenance of insurance as described herein. • Recommendations for Security for the parking facility as dictated by City and State ordinances, regulations, etc. This may be performed directly or contracted out. 2.3. Accounting Duties Provide monthly reporting to the City in a reporting format and method approved by the City. Maintain and provide traffic count statistics on a daily, summarized monthly basis. Provide a Profit and Loss statement detailing income and expenses as compared to budget that shows variances. Provide daily detail of the income, along with monthly billing reports that detail receivables and provide and provide an aged invoice report. • Sell validations/voucher tickets to manage charge accounts for allowed tenants. • Bill contract parkers and manage contract parking. • Deposit funds daily into a bank approved by the City. • Generate rate surveys on the facilities behalf and advise the City of the best way to maximize revenue and control expenses. • Provide an annual budget of estimated revenue and expenses each year at a mutually acceptable date to be determined date.
