The Scope of Services covers, at minimum, the elements identified in the Business Plan as phase 1, including the new market shed, piazza, public art, and improvements to East Market Street. If the development budget allows, then the Successful Respondent should recommend and, upon approval, design additional improvements to the Market, potentially including demolition, landscaping, and/or improvements to the Retail Building. Respondent may propose additional tasks, refinements to tasks, or modifications to concept plan recommendations as needed to successfully complete the project, provided they demonstrate how these would still meet or exceed the overall goals of this effort. Task 1: Agency Coordination, Project Management, & Stakeholder Engagement The Successful Respondent must: • Organize regular meetings with the Project Team and, once retained, the construction manager or contractor. Provide timely meeting notes/summaries to participants. • Coordinate with the Project Team and various utility companies as required to determine the project constraints, landscape guidelines, and operational/ maintenance issues. This task includes project management and scheduling updates throughout the duration of the project. The Successful Respondent shall confer with public code officials and ensure compliance with local, state, and federal laws. • Engage with existing and potential customers and vendors, particularly if the proposed program and design vary significantly from the Business Plan. To communicate the design, updated concepts could be displayed on a postcard or other handout to share with vendors and customers. • Present the design concepts to stakeholders at appropriate junctures and solicit feedback. • Take over management of the existing project website (www.nfcitymarket.org): provide updates, relevant documents, and interactive media (such as AR/VR), and collect input. • Coordinate a site visit to the Rochester Public Market to explore city market best practices (with assistance from MVI) Task 2: Project Programming The Successful Respondent must: • In coordination with the Project Team, undertake a programming exercise to review the capital improvements and costs included in the Business Plan to prioritize those components that best advance the project’s goals and could reasonably be implemented with current funding and/or would be eligible with additional funding sources that could augment the Project budget. • Propose a process for creating public art installations that engages the community and results in attractions that draw visitors to the Market. TaskDeliverables: Project Program Statement Task 3: Historical Interpretation The design should acknowledge and celebrate the history of the Market and surrounding neighborhood through design elements such as architectural interpretation, public art and educational displays. To better understand the history of the Market the Successful Respondent must: • Review all available historical resources to ensure any interpretive elements are accurate and relevant to the project site. • Consult with local experts to design relevant elements.
