The Town currently manages building permits, inspections, zoning compliance, property maintenance enforcement, and complaint intake across a patchwork of legacy systems, spreadsheets, and manual processes. Legacy code‑compliance data resides primarily in BAS IPS (Edmunds GovTech). The Town is currently migrating to Laserfiche Cloud as its enterprise document management system; at present, documents reside across a mix of network file shares and legacy repositories. The selected vendor must ensure seamless integration with Laserfiche Cloud so that all new and migrated records are archived there moving forward; financial transactions reside in Munis; and Town IT has standardized on modern cloud security controls, MFA, and centralized identity management (Microsoft Entra ID / Azure AD). This fragmented landscape results in duplicate data entry, inconsistent reporting, limited transparency to the public, and difficulty producing records for Freedom of Information Law (FOIL) requests. Field inspectors lack a reliable mobile workflow; citizens cannot easily file complaints or check permit status online; interdepartmental coordination is slowed; and management lacks dashboard visibility across departments. Objective: Acquire and implement a secure, cloud‑hosted, enterprise‑grade Municipal Code & Compliance platform that unifies these functions, reduces manual touchpoints, integrates with key Town systems, improves customer service, and provides data the Town fully owns and can extract at any time.
