Mobility management encourages coordination between multiple providers and develops or promotes shared services to expand transportation access while reducing costs to providers and individual members of the public. Anticipated Mobility Management professional services include: A. Assist in promoting, enhancing, and facilitating access to transportation services for rural residents, including integrating and coordinating services designed for individuals with disabilities and older adults. B. Support HOCTC staff in short-term management activities to plan and implement coordinated services funded by 5311 and 5310. C. Collaborate with Oneida County to create a centralized information hub for available mobility and transportation services. This hub will serve as a static repository for transit resources, passenger eligibility, service and cost information, and links to external resources. D. Assist in forming and managing a Regional Mobility Coordination Council. The "Coordination Council" members may include current HOCTC 5311 recipients, transportation providers, and HOCTC Transportation Planning Committee (TPC) members. In this support role, the mobility manager would collaborate with HOCTC staff in organizing and managing the committee’s initial setup, develop quarterly meeting agendas, provide presentations or speakers on national best practices in mobility management, and support collaboration among regional transit, transportation, and mobility providers in HOCTC. E. Supporting HOCTC staff in establishing quarterly performance metrics and reporting processes for recipients, including a system for collecting operational data (e.g., ridership, key origins, destinations). The data collected will assess recipients' overall effectiveness and performance, helping HOCTC refine program goals and objectives. F. Mobility Management Oversight: The role of the mobility manager for this effort is not to directly schedule rides or operate transit services. Instead, one of the anticipated functions will focus on supporting agencies and transportation providers as a regional transportation liaison who will be available to assist in coordinating rides between services and ensuring providers meet established performance standards. This includes managing data collection systems, reporting service performance, and ensuring compliance with funding requirements, particularly for 5311 program recipients. Additionally, assist Oneida County in identifying opportunities to flex funding and service delivery between 5311 and 5310 providers. The approach should leverage both programs to enhance rural and urban mobility services, ensuring a comprehensive and integrated mobility solution across regions. G. Grant Technical Support: Assist Oneida County by providing policy guidance and grant technical support designed to identify and secure additional funding sources for rural transportation services and closing last-mile connectivity. The role includes researching grants, identifying best practices, and offering strategic advice on securing funding for mobility-related projects such as microtransit, micromobility, mobility as a service (MaaS) models, van and car-sharing, and transit services focused on closing rural mobility gaps. H. Assist in transit analysis, as needed. This may include operational, planning, or fiscal analysis and function as a technical support mechanism for HOCTC staff and transit operators. I. Ensure that Oneida County complies with federal guidelines and NYS DOT policies and procedures and that the 5311 program is administered correctly and appropriately while meeting the needs of Oneida County’s rural communities.
