Medicaid is a Federal program established under Title XIX of the Federal Social Security Act. In NYS the program is administered jointly by NYS Department of Health and county government, with the counties responsible for administering program policy established by the Federal and NYS governments. The Department of Health (DOH) is the local County department responsible for the administration of public health service programs in Nassau County, including Medicaid funding used to fund services provided under the preschool program. The federal Individuals with Disabilities Education Act (IDEA) provides states with the authority to establish comprehensive, statewide service delivery systems for children with disabilities and for their families. The Preschool Special Education Program provides for the delivery of certain diagnostic and special education services required by eligible preschool children with, or suspected of having, disabilities.
