The Oneida County Health Department (OCHD) is seeking proposals for a qualified organization for Implementation of the Lead Rental Registry Grant Agreement between the NYS Department of Health and Oneida County (hereinafter “Grant Agreement” attached hereto as Attachment 3) which is providing OCHD a grant to decrease lead poisoning in children by inspecting pre-1980 housing with two or more rental units so that they can be lead free certified by placement on a registry (hereinafter “Registry”). Compliance will then be tracked, monitored and enforced. The Contractor shall use its best efforts to perform the inspection and compliance services of the Registry as set forth in the Grant Agreement such that the results are satisfactory to the County. The Contractor shall be solely responsible for determining the method, details and means of performing the services, except where the Grant Agreement, federal, state or local laws and regulations impose specific requirements on performance of same. The Contractor acknowledges and agrees that it has no authority to enter into contracts that bind the County or create obligations on the part of the County without the prior written consent of the County.
