The MCDPH Lead Program is seeking proposals for the analysis of lead in dust, soil, paint chips, food, cosmetics and medicine samples by a laboratory certified for the analysis by the EPA National Lead Laboratory Accreditation Program (NLLAP). In 2024, approximately 2300 samples were processed for the program, the majority of which were dust samples. Due to recently regulatory changes and additional grant programs, we anticipate an approximate 70% increase in sampling in the next three years. 1. The Respondent must provide evidence of current proficiency and accreditation by: the American Industrial Hygiene Association (AIHA); Environmental Lead Laboratory Accreditation Program (ELLAP); United States Environmental Protection Program (USEPA) National Lead Laboratory Accreditation Program (NLLAP); and the New York State Environmental Laboratory Accreditation Program (ELAP). 2. The selected Respondent shall provide the following services for the County. Please indicate ability and cost to provide the following: A. Conduct analysis for lead/total concentration in dust, soil, paint chips, food, cosmetics and medicine samples using acceptable EPA methods, on lead samples collected by Monroe County. Dust wipe samples will be collected using ASTM wipes. Provide approved collection containers, as specified by Monroe County on a request form. The following should be included at no extra cost: • ASTM E 1792 wipes. • Collection containers. • Digital Chain of Custody (COC) form. • Pre-paid shipping, or pickup, when 5 or more samples are submitted. • Emailed results along with QC data. • 24 hour phone service. B. Reporting and Performance Measurement: • Email results/report same day as analysis. Results reported in total lead (ug) and lead concentration (ug/sq. ft.) for dust wipes. Results for dust, soil, paint chips, food, cosmetics and medicine samples to be reported in ug/g (ppm). • Continue to maintain a full quality control/assurance program and provide QC data, Federal standards information and recovery rate comparisons on all Laboratory Analysis Reports to the County
