Specifications include, but are not limited to: Provide the City of Saratoga Springs (CITY) the following routine and non-routine services for the landfill gas collection and controls system (GCCS) at the Weibel Avenue Landfill Site, 41 Weibel Avenue, Saratoga Springs as described below: ROUTINE SERVICES: • Routine Monitoring • Routine Maintenance A. MONTHLY 1. Monthly site visit to check operational status of LFG Specialties utility flare, and two (2) blower units; 2. Collect flare and blower operating data including gas quality and pressures, download gas flow and temperature data from Yokogawa recorder, as well as other pertinent operational data; 3. Conduct inspection of various GCCS components including condensate management system, and flare stack components; 4. Monitor approximately forty-one (41) interior and exterior gas monitoring wells and collect the following information: o Percent methane, carbon dioxide, oxygen, and balance gas by volume o Gas pressure in inches of water column o Gas temperature o Gas flow o Barometric pressure 5. Monitor four (4) gas migration probes along Weibel Avenue identified as “monitoring well”; 6. Optimize the quantity and quality of the landfill gas collection system and overall system performance. Make necessary adjustments to utility flare flow and associated gas extraction points with the objective of supplying flare with gas quality and quantity suitable for combustion; Make necessary adjustments to perimeter blower and associated gas extraction points with the objective of maintaining a vacuum around the perimeter of the site to prevent landfill gas migration. 7. Provide written report with monthly data along with summary of month’s activities and recommendations or observations. Applicable, gas quality, pressures, temperatures, and flow rates will be gathered by using a Landtec GEM‐5000 gas analyzer or equivalent. To ensure accurate measurements, the instrument shall be field calibrated before each use with certified gas mixtures closely matching those to actual site conditions. Data collected shall be stored electronically in the instrument and downloaded upon completion of monitoring event. If concerning data trends are observed in the field, immediately notify the CITY to discuss and allow for necessary corrective actions. Specific regulatory requirements currently existing for the site are available for review at the City Engineers Office. B. QUARTERLY: 1. Every quarter, both the flare and associated blower will be serviced as recommended by the blower and flare manufacturers. Refer to the Operations & Maintenance attached to this RFP. 2. If abnormal site conditions are found such as high oxygen, surging conditions, equipment malfunctions, etc., review and advise the CITY immediately n what corrective actions are necessary. If the CITY requires CONTRACTOR’s further assistance to restore system to normal, provide a cost estimate to perform the necessary work under a time and materials basis based on the unit rates provided with the RFP proposal. 3. Provide written report with quarterly data along with summary of month’s activities and recommendations or observations. NON-ROUTINE SERVICES: 1. Troubleshooting and diagnostics of the entire flare and blower skid system & control panels installed by LFG Specialties 2. Troubleshooting and diagnostics of the condensate management system, control panel and pump located in sump pit installed by LFG Specialties 3. Skid flow meter calibration shall be coordinated directly with the factory. 4. Automated valves installed by LFG Specialties 5. Remedy special situations and/or repairs (high oxygen, surging conditions, equipment malfunctions, broken piping, etc. Identify and discuss with City Engineer and make appropriate repairs. 6. Ordering and delivery of parts shall be included in the scope. The City will pay for the cost of the parts. GENERAL INFORMATION: 1. All work shall be performed in OSHA Level D protection. 2. All monitoring locations are reasonably accessible. If CONTRACTOR cannot access monitoring locations due to hazardous snow/ice conditions, excessive vegetative growth, a “not accessible” shall be noted on the monitoring report. DPW will perform snow removal or vegetative maintenance and shall not be included within this work scope. 3. Separate tuning criteria may be required for the interior wells and the perimeter wells. 4. C.T. Male Associates, Latham, NY is currently performing Semi-Annual Groundwater and Surface Water Monitoring and Explosive Gas Monitoring at the Weibel Avenue Landfill. Work includes review of these gas sampling and monitoring reports by CT Male Associates and follow up remediation as required. 5. Scope includes providing 24 hour per day/ 7 days per week on call service. 6. Surveying and permitting are provided by the CITY.
