The purpose of this Sources Sought Notice is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below.
Documentation on technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
This Sources Sought Notice is for the Department of Veterans Affairs Northport VA Medical Center located at 79 Middleville Rd., Building 200, Northport, NY 11768-2200, who have a requirement for Backflow Preventer Preventative Maintenance and Annual Testing for a base plus four option year firm-fixed-price contract. A site visit may be included in the official solicitation. Work shall commence in calendar year 2026.
The Department of Veterans Affairs (VA), Northport VA Medical Center (VAMC) owns, operates, and maintains an on-site potable water supply and fire protection water system serving an approximately 268-acre campus. The potable water system is regulated as a public water supply under New York State Department of Health (NYSDOH) jurisdiction and is assigned Public Water Supply Identification Number 5111894. The system includes groundwater supply wells, air stripping towers, chemical disinfection systems, pH-adjustment systems, supply feed pumps, a water storage tower, and potable water and fire suppression distribution piping.
In accordance with the New York State Cross Connection Control (CCC) Program and Suffolk County Department of Health Services (SCDHS) requirements, Northport VAMC maintains backflow prevention devices to protect the potable water supply from actual or potential cross connections. The system currently includes forty-five (45) Reduced Pressure Zone (RPZ) backflow prevention assemblies and one (1) process backflow prevention device.
Annual inspection, testing, and maintenance of backflow prevention devices are also required to support compliance with Veterans Health Administration (VHA) Directive 1061, which governs potable water safety and management, and The Joint Commission Environment of Care Standard EC.02.05.02, which requires healthcare facilities to manage risks associated with utility systems through inspection, testing, maintenance, and documentation.

Contractor shall be registered in SAM.gov. The NAICS Code of 238220 Plumbing, Heating, and Air-Conditioning Contractors with a Small Business size standard of $19 Million. SDVOSB/VOSB vendors shall be registered and certified in the SBA Small Business Search Database.
