The Government is seeking information for market research purposes only. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany NY for the purpose of collecting information about Margaret Cochran Corbin Campus (Manhattan Campus) of the VA New York Harbor Healthcare System (NYHHCS), 423 E 23rd St. New York, NY 10010 for Preventative Maintenance and Inspection of Parking Lifts. The VA is seeking to provide for this requirement as of 12/1/2025 to replace an expiring contract. The NAICS code identified for this requirement is NAICS Code 333921 Elevator and Moving Stairway Manufacturing and NAICS Size standard 1,000 employees. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment and possess an interest in performing these service, are encouraged to email a capability statement and full information to Chales Collins at Charles.Collins@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category(service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business). Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. If contractor is a Service-Disabled Veteran-Owned Small Business (SDVOSB), a Veteran-Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the response, this may result in the contractor not being considered in the Government s Procurement Strategy. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. VA Engineering Service The Engineering Service of the VA is responsible for the maintenance and upkeep of NYH Facilities. These include preventive maintenance, renovations, fire and safety procedures, emergency system checks and other facility maintenance operations. They also provide expert guidance, management and support to all construction and renovation projects. Scope of Work The purpose of this procurement is to establish a 5-year contract for the provision of Preventive Maintenance and Inspection (PMI) services for all parking lift systems located at the Margaret Cochran Corbin Campus (Manhattan Campus) of the VA New York Harbor Healthcare System (NYHHCS). Preventive maintenance ensures safety, reliability, and compliance with regulatory standards, supporting operational continuity and emergency readiness. Additionally, the efficient use of vertical space aligns with VA s sustainability and modernization goals, reinforcing the commitment to delivering Veteran-centered services in a safe, accessible, and efficient environment. This contract supports the VA s mission to provide timely, accessible, and high-quality care to Veterans. By maximizing limited urban space, these lifts ensure adequate parking availability for patients, caregivers, and staff, reducing barriers to care and improving appointment adherence. Objectives The VA NYHHS Engineering Service requires a contractor that will provide preventive maintenance, testing, inspection, general cleaning and certification services for all VA NYHHS Manhattan Campus 22 Harding Steel Parking Lifts and two Hydraulic Power Units. The contractor s work includes implementation and execution of all services, tasks and goals identified in this SOW. The goal of this contract is to obtain a maintenance program that will reduce and minimize repairs of equipment and maintenance cost through improved preventive maintenance measures. The vendor shall: Conduct a mandatory site walkthrough with VA staff to inspect all 22 parking lifts located at the Manhattan VA. Provide Quarterly maintenance inspection of all lift systems and electrical subsystems. Provide all labor, materials, transportation and equipment to complete all requirements stated under the contract. Perform the following tasks: A. Quarterly Inspection and Preventative Maintenance Inspection: Contractor shall conduct operational testing and safety check of 22 parking lifts and two hydraulic power units. Preventive Maintenance: Contractor shall lubricate each moving part for all 22 parking lifts and two hydraulic power units. B. Prepare and provide a preventive maintenance, inspection, testing and certification report. Vendor shall submit quarterly reports summarizing services performed, current condition of each parking lift and hydraulic power units. The report shall outline all scheduled preventive maintenance, as well as repairs and replacements (service calls) and emergency service performed in the previous three months. Other Requirements a) Contractor must be licensed by the State of New York. Before allowing employees to start work under the terms of this contract, the Contractor shall ensure that employees have the required qualifications and, if applicable, have the required current and valid professional trade certifications including state licenses which are in compliance with federal, state, and local requirements or laws. Personnel operating motor vehicles will have a valid state driver s license. The Contractor will provide the VA with information on the qualifications or certifications for employees and subcontractors when requested. b) The contractor must be an authorized vendor to work on Harding Steel SUV XL Parking Lifts. c) Contractor must provide an accurate and well-defined schedule for services that will not interfere with normal VA operations. d) Equipment s shall be inspected and tested based on equipment manufacturer specifications. e) The Contractor shall be responsible for housekeeping during the performance of all its work and from the services they have performed including removal of all debris, and cleaning of the equipment from grease and dirt. f) The Contractor s project managers or supervisors shall attend regular scheduled meetings on a monthly or quarterly basis with the VA CO, delegated OR, VA Engineering Supervisor and Chief to discuss current maintenance tasks, tests, inspections, corrective measures, coordination, status, documentation and/or performance of the SOW. g) Consumable supplies, such as paper, cleaning pads, cleaners and batteries are the contractor s responsibility and are not covered by this contract or is billable to the government. h) Contractor will coordinate with Contract Officer (CO), delegated Contract Officer Representative (COR), VA Engineering Chief or designee all scheduled maintenance, inspection and testing. Quality Assurance Surveillance Program (QASP) All services rendered under this contract are subject to VA inspections, both during and after completion of the work. This QASP is NOT a substitute for adequate and consistent quality control by the Contractor. The VA has the right, at all times, to inspect services performed, the Contractor s workmanship, and materials furnished/utilized in the performance of such services to the extent practicable. The VA shall perform inspections, as it deems necessary, throughout the term of the contract. However, the inspections and/or walk-through will be conducted in a manner that will not unduly interrupt or delay the Contractor s work. The VA has the right to arrange for a third party to conduct a condition assessment on the Contractors work and to analyze or identify measures of the preventive maintenance program. Place of Performance Services will be provided at NYHHCS New York Campus 423 East 23rd Street New York, NY 10010 Travel/Parking The contractor will be responsible for their travel. Due to other construction projects and limited parking available at the site, contractor must coordinate any parking needs with the assigned COR and the Police Service. Details of any vehicles entering the site must be provided in advance.
