Specifications include, but are not limited to: The Capital District Transportation Authority ("CDTA") is soliciting sealed competitive proposals fromqualified insurance brokers/agents to broker the procurement of insurance products that it deems appropriate forthe needs of a dynamic transportation company. CDTA employs a combination of self-insurance, excessinsurance, commercial and group insurance to meet the needs of its operations. CDTA will continue to exercisediscretion over the types and amounts of insurance that are procured. With this procurement, CDTA intends toconsolidate the procurement process in the hands of a single Insurance Broker who will be responsible forsecuring all of the desired insurance for a fixed percentage fee for all commercial insurance products, withthe percentage to remain fixed for the life of this agreement. For group insurance/HMOs, the Brokerselected by CDTA will also receive as compensation, those commissions that are approved by the New YorkState Department of Financial Services. CDTA also looks to the Broker to manage flexible benefit spendingaccounts (health and dependent care) for those employees opting to participate in such programs.SECTION II: OVERVIEW OF CDTACDTA BACKGROUND INFORMATIONThe Capital District Transportation Authority is a public benefit corporation established and existing pursuant toTitle 11-c of the New York State Public Authorities Law. The State of New York created CDTA in 1970 andempowered it, among other things, to promote the strengthening and improvement of transportation within thefour-county Capital District. CDTA does this primarily through subsidiaries that operate public transit serviceswithin the four-county area, concentrated in the central business districts of Albany, Troy and Schenectady.CDTA subsidiaries also sponsor a Northway Commuter Service, as well as operate two regional rail terminalsin Rensselaer and Saratoga Springs. A limited portion of service is operated by independent contractors.CDTA and its subsidiaries, collectively, employ a combined total of about 650 people. The bulk of theseemployees (approximately 400) are bus operators, the remainder are mechanics, transit supervisors,maintenance foremen and white-collar or management staff.
