The State University Construction Fund (SUCF) is seeking Statements of Qualifications (SOQs) from consultants to provide design and construction administration services for the Install Thermal Network and Building Heat Pump Technology; Various Buildings project at the State University of New York at Binghamton. The project is the installation of a proposed new thermal ambient loop system to provide heating and cooling to four (4) residence halls and one (1) dining facility in the Mountainview Residence Halls area at Binghamton University. This new infrastructure will provide a 2-pipe distribution loop system with a district thermal plant. The plant will house pumps, and heat will be injected via air source heat pumps and rejected via a cooling tower. At the building level, new water source heat pumps will provide heating and cooling to the existing equipment. Existing gas boilers shall remain for peak loads and existing chillers shall be removed. A prefabricated building is proposed for the Thermal Plant at approximately 600 SF, located on a portion of existing parking lot adjacent to Appalachian Dining Hall. Other site options may be investigated in early design phases. Miscellaneous site work and landscaping are required to integrate plant into residence hall setting. The electrical capacity of each building shall be confirmed early in the design phase to determine if additional capacity is required to support the new ambient loop system. Consultants should emphasize their knowledge and experience in designing electric systems for heating and cooling multiple buildings, including ancillary site work.
