Specifications include, but are not limited to: Material: Materials furnished shall comply with the New York State Department of Transportation’s Standard Specifications, Item #33700 – Abrasives – Snow & Ice Control Specifications No. 99-01, Class “A” meeting or exceeding the gradation specifications (Reference Table 1 – Gradation Sheet). The material for abrasives shall be natural sand, manufactured sand, iron ore tailings, or lightweight aggregate conforming to the requirements of these specifications. All abrasive materials shall consist of hard, durable particles that are free from injurious amounts of clay, loam, other deleterious substances, or hazardous substances. Table 1 – Gradation Sheet Sieve Percent Passing Class A ½” 100 3/8” 100 #4 80-100 #50 0-18 #200 0-3 Gradation Test: Gradation test samples will be collected by County personnel at the delivered site and at stockpile source before Steuben County hauls material. Rejection of Material: Material having one (1) or more sizes that fall outside of the Class A Gradation Specification shall be rejected and payment will not be made for this material (Reference Table 1 – Gradation Sheet). Material that contains a large amount of frozen clumps of Ice Control Sand is also grounds for rejection. Rejected Material: In the instance(s) where delivered material is rejected, the contractor shall remove the material within ten (10) days of notification of rejection. Rejected material not removed by the contractor within said ten (10) days shall be regarded as abandoned by the contractor, and the County shall have the right to dispose of the material as its’ own property. The contractor shall promptly reimburse the County for any and all costs and expenses incurred in effecting removal or disposition of material. Stockpile (at Plant Site): If and when an order of five hundred (500) tons to two-thousand (2,000) tons is placed, the contractor shall construct a separate stockpile of the material ordered. The stockpile shall be for the exclusive use of Steuben County and agents acting on its behalf. Material(s) belonging to other entities shall not be mixed with material(s) stockpiled for Steuben County. The County shall have the right to take and test samples of the stockpile in order to determine compliance with the bid specifications. If and when an order of two-thousand (2,000) tons or more is placed, the contractor shall construct a separate stockpile of the material ordered. The stockpile shall be for the exclusive use of Steuben County and agents acting on its behalf. Material(s) belonging to other entities shall not be mixed with material(s) stockpiled for Steuben County. The contractor shall notify the County Quality Control Technician when the processing of material begins and at multiple intervals throughout the processing as defined below. The County shall have the right to take and test samples of the stockpile in order to determine compliance with the bid specifications.
