Specifications include, but are not limited to: Task 1: Provide office space for HEAP Alternate Certifier staff and MCDSS staff that is conducive to interviewing and assisting regular and emergency HEAP applicants and recipients via telephone. The space must be suitable to house NYS OTDA computers, office equipment, supplies, confidential mail, and documentation. The hours of operation for HEAP are 8:30 AM – 4:30 PM Monday through Friday. The selected Respondent must provide: ample phone lines; a reliable internet connection; and, an adequate plan for site and routine property management (e.g. snow plowing, building supplies, etc.). Task 2. Provide an appropriate number of full-time, seasonal HEAP Intake Specialists to interview HEAP applicants, process applications for both regular and emergency HEAP, screen applicants, determine program eligibility, request and track documents, process paperwork, perform data entry operations, and submit approved transactions to MCDSS within the specified time frames in order to facilitate payments to the appropriate utility and energy vendors.
