1. Utilize all forms provided and/or approved by HTFC. 2. Collect and review referral documentation provided by the DSS POC, including budget sheets, to determine initial eligibility, calculate subsidy and issues vouchers; verify income using DOL data or other documentation. 3. Collect and review documentation directly from families for re-certifications and interim certifications; verify income using DOL data. 4. Determine eligibility and select families in the appropriate order to ensure maximum voucher utilization. 5. Be available to conduct recertifications either by phone, mail, or in person as necessary to conduct certifications in a timely manner; travel across the region to meet families in person where necessary to ensure compliance; establish partnerships with homeless shelters and other providers to obtain available private meeting space. 4. Assist families in utilizing the applicant/participant portal where they have sufficient access to on-line/Internet service; enter data and documents into the applicant/participant portal on the family’s behalf where necessary. 6. For certifications, the LA shall not require a family to travel, mail forms, or utilize the on-line portal directly if the family lacks reasonable access to transportation, a post office, computer, etc. In these instances, the LA is required to send staff in person to assist in uploading the required forms and data into Elite. (note: it is anticipated that for the initial certification, most if not all of the required documents and data will be provided by the DSS POC). 7. Assist landlords in utilizing the landlord portal and in submitting documentation for ACH payment. No paper checks shall be issued to landlords. 5. Issue denial notices for applicant families determined to be ineligible. 8. Conduct all family briefings as required...
