The Consultant shall develop and implement a Project Management Plan (PMP) detailing the manner in which the Project will be planned, executed, monitored, controlled, and closed-out. The PMP shall include but not be limited to: staff, scope, deliverables (including a matrix of recipients, drafts, and comment periods), work breakdown structure, schedule, budget, quality, risk, Environmental Health and Safety (EHS), quality review procedures, communications, and the task order assignment process. The Consultant’s Project schedule shall include: detailed listing of all known Tasks, sub-tasks, and key activities, including draft submittals, reviews and final approvals; milestones; interrelationship and dependencies of activities. The Consultant shall develop a Document Management and/or file sharing system in coordination with DEP that addresses centralized document storage, version control, naming conventions, etc. The EHS section of the PMP must define the approach the Consultant will use to implement EHS policies and procedures during the Project and for each task order assignment. The Consultant shall also submit an Environmental Health and Safety Plan (EHASP) for approval before conducting any field and site work. The Consultant shall develop the EHASP in accordance with EHS requirements set forth by Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), New York State Department of Environmental Conservation (NYSDEC), and any other applicable Law considering environmental impacts, construction workers’ and DEP Operating Bureaus’ workers’ safety following the American National Standards Institute (ANSI)/American Society of Safety Engineers (ASSE) Z590.3 Prevention Through Design Guidelines to identify and eliminate and/or minimize hazards to operations and construction. The Consultant shall attend a site orientation program to obtain an overview of applicable DEP and BWT EHS standards and study the relevant site hazards. When conducting any field and site work, the Consultant shall monitor that its employees and Subconsultants are using minimum PPE (hardhat, high visibility vest, safety glasses, work shoes or boots, and a face covering) and complying with DEP EHS policies while traversing DEP property or other property that will be accessed under this Contract. The Consultant shall initially prepare the EHASP during the beginning of the Project for inclusion in the EHS section of the PMP. The Consultant shall provide its employees, its Subconsultants, and its Non-Engineering Subconsultants with site specific EHASP refresher orientation courses on an annual basis. The EHASP shall be reviewed and approved by BWT EHS.
