Specifications include, but are not limited to: The Capital District Transportation Authority (the "CDTA") is a public benefitcorporation created by the State of New York, effective August 1, 1970, under Chapters460 and 461 of the Laws of 1970. The purposes of the Authority, as defined by theLegislation, are "the continuance, further development and improvement oftransportation and other services related thereto, within the Capital DistrictTransportation District, by railroad, omnibus, marine and air, in accordance with theprovisions of the Law". The Law conveys broad powers to the Authority to fulfill itspurposes in Albany, Rensselaer, Saratoga and Schenectady Counties, with provision forother counties to elect to participate. The properties and income of the Authority areexempt from all Federal and State income and franchise taxes under the provisions of theenabling Legislation.The CDTA is a component-reporting unit of the State of New York and, as such, isincluded in the State s general-purpose financial statements. The CDTA s fiscal year isApril 1st thru March 31st. The CDTA s operating expenses including depreciation for thefiscal year ending March 31, 2011 totaled $76,801,443.Other Post Employment Benefits:The CDTA has approximately 660 active employees and approximately 220 individualswho receive other post employment benefits. All full time employees and retirees areeligible to participate in any of our three health care plans and our self-insured dentalplan.The health care choices are State of New York -The Empire Plan, Capital DistrictPhysicians Health Plan and Mohawk Valley Physicians Health Care Plan.. All threeplans are community rated and all are currently open to future retirees or hires. At 65plan enrollees are required to take Medicare Part B. At present CDTA does reimburseretirees the cost of Medicare Part B. CDTA does not offer an incentive to retirees who donot elect health coverage
