The Town of Penfield is seeking professional consultant services to understand future economic development opportunities and housing market demands in our community. This project will include a cost/benefit analysis of current and future land uses within the Town, which can be used to help guide decisions and policies related to infrastructure, land use and economic development. Key objectives of the study include: • Analysis of the Town’s existing tax base and impacts on the town’s annual budget • Current and future market demand for economic development and housing • Costs and benefits associated with various future land uses and development types • Recommendations for balancing future development in a way that minimizes negative impacts to property taxes
