Specifications include, but are not limited to: The Consultant will provide the technical assistance services described below to achieve the referenced deliverables, in a form and format determined by CAO, related to the design and implementation of the ConnectALL programs. Workstream 1: Field inspection and project review a. Review project plans for wired and wireless broadband infrastructure and service delivery, including written descriptions, technical specifications, financial and budget materials, cost estimates, and project documentation, or other materials to inform ConnectALL program design and implementation. b. Produce site survey reports of buildings, utility poles, and other locations, including locations where work has been performed and locations intended for the potential installation of broadband infrastructure, including to verify utility make-ready documentation to confirm costs are justified and appropriately assigned among the pole owner and other parties and to verify that make-ready work has been completed by the utility or appropriate entity, and document the work performed or the conditions that would affect the installation of broadband infrastructure. c. Produce verification reports on the extent to which work performed in connection with ConnectALL projects is consistent with reimbursement requests and approved project plans, including through visual inspection, technical validation, and a review of as-built or other project documents. d. Produce summary reports by project, grantee, program, or region to confirm that projects meet contractual requirements and ConnectALL is meeting Key Project Indicators, Timeframes, and Milestones and to provide recommendations or other insights of value to the ConnectALL Office. e. Produce reports on the performance and coverage of fixed and mobile wireless networks. f. Assist CAO in interfacing with grant recipients or other stakeholders.
