Through surveys, interviews, and focus groups (virtual or in person), the contractor/consultant will develop a report detailing a common definition of family engagement and provide a baseline of current practices around family engagement and lived experiences from communities throughout the state. Deliverables include: • Surveys, interviews, and/or focus groups with families and agencies that work with families with young children in each of the 10 economic regions of the state, which will provide feedback and findings to be included in quarterly reports that detail how current agencies are engaging and prioritizing parent voices and lived experiences. Provide stipends for focus group and interview participants. • Develop a landscape analysis that uses all of the data from surveys, focus groups, and interviews. • Development of a common definition of family engagement and current family engagement best practices. • Work closely and meet regularly (with at least 1 contract person once a month until the project is completed) with CCF Community Engagement Liaison and the CCF Early Childhood Team in-person and/or through virtual meetings. • A draft of the framework manual must be reviewed and approved by CCF before the contractor creates the training materials. • Make quarterly presentations to the Early Childhood Advisory Council (ECAC), or its work groups, in person at OCFS home office in Rensselaer, NY. If the contractor/consultant is not located within 75 miles, then virtual presentations are acceptable. • A final report that includes analysis from the surveys and focus groups that details how current agencies are engaging and prioritizing parent voice and lived experiences; and information detailing common definition of family engagement and current practices. A presentation will be due no later than June 30, 2026 (or no later than the end of the contract term if extended or renewed, whichever is later), and will include the following: o Statewide family engagement framework that includes a manual with a guide, training curriculum, approaches to engage families, and list of resources. o Present final report, framework manual, transfer of knowledge and related materials to stakeholders including time for questions and answers. The final presentation will be in person in Rensselaer, NY. Any travel costs are to be included in the all-inclusive amount that is bid for this procurement.
