A. Agency Goals and Objectives for this RFP The agency’s goals and objectives for this RFP are to have Final Design and Construction Support Services for the Component Rehabilitation of 10 Bridges in the Boroughs of Brooklyn and Queens to ensure the safety of New York City bridges in relation to their structural integrity and repair as stipulated in in the Proposed Contractual Agreement & Specifications for the Preparation of Record Drawings and Electronic Media. B. Agency Assumptions Regarding Consultant Approach The agency’s assumptions regarding which approach will best achieve the goals and objectives set out above are reflected in detail in the Proposed Contractual Agreement. Agency Assumptions Regarding Proposer’s Experience The Agency’s assumption regarding which approach will best achieve the goals and objectives set out above is that the firm that would be selected from this procurement has the following certifications, experience and qualifications (Section VII, Attachment A for details): • Professional Engineers (P.E.) licensed by the State of New York. • Prior successful relevant total design [final design] and construction support services (CSS) experience within last five (5) years as the prime design engineering consultant in bridge design projects. • The average total relevant experience of the firm’s project manager is 8 years or more. • The average total relevant experience of the firm’s project engineer is 5 years or more. • Both the Project Manager and Project Engineer shall be licensed Professional Engineers in the State of New York and have accredited Bachelor's Degrees in Civil Engineering. • Proven ability to provide Design/CSS services in a pro-active manner with special focus on ability to work with other bureaus and agencies to solve problems arising during Design/CSS phases. • Proven ability to provide expeditious direction and solutions during Design/CSS phases. • Proven ability to obtain timely approval letters from all affected parties including various bureaus, community boards and agencies during Design phases. Agency Assumptions Regarding Proposer’s Organizational Capability In order to accomplish the goals and objectives as set out above, the Contractor would at a minimum, to the sole satisfaction of the Agency: • Employ at least thirty (30) full-time technical employees. • Employ at least four (4) Professional Engineers on staff full-time with at least eight (8) years of experience must have successfully completed a bridge design project within the last 5 (five) years. • The attrition rate of the technical employees of the firm has not exceeded 20% annually over the last three (3) years. • The firm has adopted and published a QA/QC procedures manual. • The firm has at least two (2) CADD stations and at least two (2) trained CADD operators on staff. • The Consultant and the majority of the design staff must continuously work out of the same office. • The Consultant shall submit to the NYCDOT Engineer In-Charge (EIC) for approval prior to the start of work resumes of key personnel including project manager, project engineer and key designers, who will be assigned to work on this project. • Provide one Project Manager who is th
