The work sought is designed to support Village Board and the Land Use Committee in meeting its charge to create a framework for the redevelopment of the Freightway Site and adjacent parcels in the Village of Scarsdale. The successful firm shall furnish all labor and resources to perform the tasks listed below: 1. General: Working with the Land Use Committee, and working directly with the Village Planning Department and Village Counsel, prepare the GEIS and land use code amendments, provide technical support to the Land Use Committee on the GEIS, public outreach, market analysis and identifying potential build-out scenarios, including unit counts, bedroom counts and mixture of residential and non-residential uses. With a focus on potential density, form, massing, view corridors, uses, connectivity, sustainability, affordability, transportation, utilities and desirable community amenities. 2. Background: Review relevant plans and policies including the Scarsdale Village Code, the Village Center Comprehensive Plan and the Freightway document depository. Provide research and experience from transit-oriented developments in the region that may help inform the GEIS. 3. Existing Conditions: Provide an Existing Conditions/Land Use analysis of the site including current usage, zoning requirements, access, traffic patterns, parking and other existing conditions as required by the Land Use Committee or Village staff. Include and identify potential development constraints. 4. Community Engagement: Organize, attend and conduct stakeholder outreach meetings. Develop and conduct a multi-platform Community Engagement program to provide opportunities for those who are less comfortable attending a meeting. The outreach methods should be designed to reach as many members of the community as possible including local stakeholders, area residents, businesses, developers and transit riders and ensure meaningful community participation throughout the process. 5. Identify potential impacts and or development constraints which might include revenue generation, parking, traffic, infrastructure, school enrollment and other municipal services as well as potential demographic changes. Identify issues which may require further study 6. Identify the potential scenarios for the GEIS that includes a market analysis, technical data, visual and spatial data, land use implications, revenue generation and public amenities. Prepare a Final GEIS and present all findings to the Village Board and the public.
