The City of Plattsburgh seeks qualification-based proposals from New York State licensed professional engineering firms or licensed engineering teams to assist with engineering tasks associated with Drinking Water WIIA Systems Improvements (The Project). The City has been awarded New York State Environmental Facilities Corporation (NYSEFC) Water Infrastructure Improvement Act (WIIA) grants for the Project. The proposed project consists of a variety of improvements aimed at providing water system upgrades including reliable source capacity, raw water transmission upgrades and Water Filtration Plant (WFP) upgrades. The New York State Department of Environmental Conservation (DEC) issued DEC Water Withdrawal Permit #5-0913-0036/00003 in April, 2023. Subsequently, public supply well PW-1 has been installed, and a second well, PW-2, is slated to be installed in 2025/2026. This project will consist of various work items associated with the funding with specific initial work to be the extension of a proposed new raw water main from its present proposed terminus near the intersection of Rand Hill Road and Route 374 to the West Plattsburgh Cross Connection on Rand Hill Road just south of Route 3. The raw line extension work will include: Complete permitting, design, bidding and construction administration services for extending the 16-inch raw water main from the north side of Route 374 to the West Plattsburgh Cross Connection on the south side of Route 3 which includes three existing water mains to be connected to.
