- Develop an inventory and baseline of energy use, GHG emissions and cost information, including projections for Schenectady County government infrastructure and operations from which to compare effects of improvements in energy conservation, the use of alternative energy technologies and GHG emission reductions. - Develop baseline information (including ten year projections) for the community within Schenectady County from which improvements in energy conservation, the use of alternative energy and GHG emission reductions can be measured against. - Provide an action plan that will: provide and prioritize strategies for the County to maximize the use of available resources in order to reduce energy use, replace the use of fossil fuels with alternative energy, reduce GHG emissions for Schenectady County government infrastructure and operations in the most economically feasible manner, and put the County in a position to favorably compete for grants to implement the recommended measures in order to meet its commitments under County Legislative Resolutions 65-08 through 70-08 and 42-09 and make Schenectady County government operations more energy efficient and cost-effective in the long term while reducing GHG emissions.
