Specifications include, but are not limited to: The Town of North Hempstead is seeking qualified contractors to bid on Dock Installation, Removal, Repair and Maintenance for Town docks, floats and related structures on Town shorelines. This is a requirements contract. There are no minimum mandatory purchases or service requests. The Town reserves the right to award in whole or in parts or not at all, whichever is in the best interest of the Town. The Town reserves the right to award to a primary and a secondary vendor. The successful bidder will have the expertise, equipment and personnel to provide installation, removal and winter storage for the two removable docks as well as repair and maintenance on all the docks as well as any floats, pilings and other waterfront marine structures that may or may not be listed above. The Town will consider dividing the services between multiple contractors where in the best interests of the Town. 1. The contractor shall provide labor, materials, equipment, and appliances necessary or required to perform and complete all work including, but not limited to the following: a. Maintenance, repair, and servicing, of docks, floats and other marine structures and infrastructure throughout the Town. b. Removal and disposal of materials associated with work being completed. c. The contractor’s service person(s) shall have tools and equipment common to the trade that may be necessary to perform required work. (example: sawzall, cutoff saw, hand tools, electric jackhammer, welding and cutting equipment, portable generator and lights, scuba equipment, etc.) The Town will not pay for rental or replacement of any of these common tools and consumables associated with the type of work outlined in this contract including but not limited too, blades, bits, grinding disc's, drill bits, welding gases, welding rods, etc. The Town shall be the sole judge of what tools, equipment and materials are considered to be incidental. d. Any work to be subcontracted must receive prior approval of the Town. e. Examination of existing or new welds using x-ray, penetrating dye, or other methods. f. Survey of damaged or other existing waterfront structures to recommend repairs or replacement. 2. When repairing or replacing any waterfront structures, the contractor shall use the most up to date materials being manufactured. No obsolete materials shall be allowed without Town approval. Parts and materials shall be new and must be of the same manufacturer or a certified equivalent as the original equipment, where applicable. The Town reserves the right to furnish parts and materials if they deem it to be in their best interest.
