Respondents must provide a narrative describing how they intend to remove the Barge from the site, including: • Mobilization and staging plans • Towage procedures, including type and number of tow vessels. • A completed Tow Plan, which must: o be developed in consultation with appropriate Pilot agencies o include a sum of the assist tugs’ horsepower minimally equal to 10% of the ship's deadweight tonnage o be approved by USCG Sector New York VTS. o comply with provisions of the VTS New York User’s Manual • Proposed tow route(s) and estimated transit duration • Proposed offsite destination(s) for dismantling, scrapping, and/or reuse • Coordination with relevant agencies (US Coast Guard, Army Corps of Engineers, etc.) • Waste management and disposal strategy • Compliance with applicable federal, state, and local environmental regulations • Disposal or reuse strategy following removal from Site • Risk mitigation including marine navigation risks, potential environmental impacts, safety procedures and emergency response protocols • Demobilization
